TLC is a Great Yarmouth-based organisation, which works alongside the police, council, churches, Christian and local community agencies to deliver outreach to the most vulnerable members of the community. They have two street teams and run weekly and monthly groups. They have also provided hours of one-to-one conversations, offered practical support to individuals struggling with homelessness, addiction/recovery and poor life choices.
Birketts is a full-service law firm, operating in Cambridge, Chelmsford, Ipswich, Norwich and the surrounding areas. The firm’s core business is divided into corporate and commercial, property, litigation and dispute resolution, and private client.

At the time of applying to ProHelp, TLC was a project of a Norwich charity, but in the process of applying to become a Charitable Incorporated Organisation (CIO). Their request was for a lawyer to look over their application prior to submission. The work was carried out by Stuart Jones, who reviewed the draft constitution for the new CIO, providing detailed comments on a number of provisions and advised on the receipt of personal benefits by trustees. At the time of writing, the Charities Commission wanted clarity on a couple of points, but agreed that TLC was eligible for charity status and they are awaiting confirmation.
The project delivered:
- The support gave TLC confidence in submitting their CIO application to the Charity Commission
- Having constitutional independence will enable the organisation to potentially secure greater levels of funding for itself and the community
